Operation Deepclean
A surge in devastating timeshare scams — costing victims millions and leaving some in such despair they contemplated suicide — has triggered a powerful new consumer fightback initiative.
The campaign, named Operation Deepclean, has been unveiled by UK-based consumer protection business KwikChex following years of mounting complaints from owners who say they were misled, trapped in unfair contracts, and targeted by ruthless resale and exit fraudsters.
The launch comes on the heels of the high-profile conviction of 14 individuals behind the £28 million “Monster Group” scam — one of the largest timeshare fraud cases ever exposed. KwikChex CEO Chris Emmins, who played a pivotal role in the Monster Group prosecution and other landmark actions, says the initiative is the result of 12 years of listening to “harrowing, heartbreaking” stories from victims.
A Global Crackdown on Timeshare Abuse
Operation Deepclean aims to transform the balance of power in the multi-billion-dollar timeshare industry, which serves millions worldwide but remains plagued by deception, aggressive sales tactics, and contracts that can leave owners financially trapped, struggling, and easy prey for scammers.
Backed by ethical businesses, legal experts, and consumer groups, and in consultation with authorities, the operation will roll out resources and interventions internationally, starting with Europe, the UK, the US, Canada and Mexico.
- Expert checklists to expose misleading sales tactics
- Guidance on legally recording sales presentations
- Contract compliance checks
- Safe exit, resale and rental options
- Advice on the best products, offers and holiday product alternatives
- Mis-selling and compensation assessments
- Reporting channels for suspected fraud and misrepresentation
- Checks on all businesses offering timeshare-related services
KwikChex will also provide direct intervention and work with law enforcement, Trading Standards, regulators, and legal specialists where needed.
KwikChex has already begun targeted action in the sector, including:
- Examination of fractional ownership schemes following legal rulings
- Investigations into rogue exit and claims companies
- Analysis of unfair contract terms and pricing practices
- Scrutiny of how resorts treat owners facing illness, financial hardship, or bereavement
- Clarification of the claims processes already underway in multiple countries
Businesses that meet the standards of transparency and legal compliance will be publicly identified; those that don’t will be exposed
“This initiative empowers owners like never before,” Emmins said. “With expert backing and collective strength, consumers can avoid scams, demand fairness, and transform the market.”

KwikChex — awarded a Trading Standards Hero Award in 2019 for its fraud prevention and enforcement support will publish monthly updates and quarterly public reports. An independent oversight committee will maintain integrity and accountability.
- Empowered, informed buyers and owners
- Dramatic reduction in mis-selling and scams
- Greater transparency and real value for owners
- Safer exits, resales, and rental options
- Swift access to support and redress resources
“This is a turning point,” Emmins says. “The timeshare industry can achieve higher safeguarding standards — and consumers will finally have the power and protection they deserve.”
